The deadly earthquake that hit northern Pakistan on 8th October, left thousands dead and millions homeless. With the rescue and relief activities over, the foremost priority of the Government of Pakistan was the rehabilitation of the shattered lives of the fateful people. Understanding the gravity of the situation Earthquake Reconstruction and Rehabilitation Authority (ERRA) was therefore established, to realize the necessity of the hour. ERRA appointed NESPAK as General Consultants for their mega project, “Earthquake Rehabilitation and Reconstruction Project”. Apart from other responsibilities, the redevelopment and rehabilitation of four towns, namely Bagh, Muzaffarabad, Rawalakot and Balakot were identified as top priority urban development projects.

The Redevelopment and Rehabilitation planning of Bagh was assigned to Department of City and Regional Planning, University of Engineering and Technology, Lahore, whereas, the Redevelopment and Rehabilitation Planning of Muzaffarabad was given to Japan International Co-operation Agency (JICA) Study Team, comprising of Japanese renowned consultants. The Master Planning and detailed designing of Ground Zero; New Balakot Town at Bakriyal and the Master Planning of Rawalakot Town has been assigned to NESPAK.
