Existing roads and bridges falling in earthquake affected area of KPK and AJ&K are required to be rehabilitated to facilitate the local inhabitants, to provide good infrastructure for respective villages/towns and helps to increase the pace of various reconstruction activities in the area. These roads exist in extremely difficult hilly terrain with steep gradients, sharp bends, narrow curves, inadequate cross drainage structures and slope protection works. Earthquake Reconstruction and Rehabilitation Authority decided to restore these roads with an aim to improve the its geometry, rehabilitate pavement surface, proper provision of cross drainage and retaining structures so as to make the roads usable in all weather conditions.

National Engineering Services Pakistan (Pvt.) Limited has been advised to take up the design, preparation of procurement documents and detailed supervision of reconstruction and rehabilitation of roads and bridges in all the districts affected during Earthquake of October 2005. Keeping in view the urgency, NESPAK immediately built up a dedicated team of Highway and Transportation experts to carry out this task.

The cumulative length of the roads assigned to NESPAK for design and construction supervision are 691.4 km in addition to design vetting of Yakhtangi Puran Martoong Road, District Shangla of about 49.7km in length. Similarly 12 bridges were assigned to NESPAK for design & construction supervision of repair and reconstruction woks in addition to design vetting and construction supervision of Extra dosed Naluchi Bridge in District Muzaffarabad.

Construction Supervision

For construction supervision, team comprising of Engineer, Topographic Surveyor, Lab Technician, Inspector and Quantity surveyor was constituted. All these roads were marked on maps and considering their accessibility and spread, construction supervision of 3 to 4 small roads were assigned to each team. To further facilitate them, helpers were added to each team for monitoring routine work of retaining wall construction, excavation, compaction etc. Each team was responsible to report Resident Engineer posted for each district.
